Served as the Commanding Officer of the Special Functions' Detail Section with primary responsibility for Homeland Security & Crowd Management at Chicago's sporting venues and major events, to include the Chicago Marathon, Lollapalooza, Air & Water Show, etc. I also served as the Chicago Police Department's coordinator for Active Shooter/Active Threat response, a position that involved developing training, policy and large scale exercises, coordinating the training and policy with counterparts in the Chicago Fire Department and Office of Emergency Management & Communications (OEMC), and implementing these large scale exercises. Institute of Police Technology & Management, University of North Florida From October 1986 until July 2002 served as an Adjunct Instructor at IPTM, University of North Florida where I developed and taught training courses to national and international law enforcement on the subjects of Undercover Investigations/Operations, Gang Investigation, Officer Safety Tactics, Raids and SWAT Tactics, Homicide Investigation and Interview & Interrogation. LETCON (Law Enforcement Training Consultants) I am the owner and operator of a consulting and training firm from 1989 to 2008. My experience is in narcotics, gang and homeland security investigations as well as strategy and tactics to counter terrorist attacks. I have extensive training experience, and conducted training for the Connecticut State Police, Shelby County (TN) Sheriff's Office, Texas Department of Public Safety, FBI, NYPD, Milwaukee County (WI) Sheriff's Office, Florida National Guard and Gulfport and Biloxi (MS) Police Departments to name a few. On several law enforcement topics I have been certified and testified as an expert witness in both state and federal courts.
